KPSC Ritual: Aa. Candidates outraged over scheduling KAS preliminary exam on 27th

KPSCಯ ಗೆಜೆಟೆಡ್ ಪ್ರೊಬೇಷನರಿ ಆಫೀಸರ್ (KAS) ಗಳ 384 ಹುದ್ದೆಗಳಿಗೆ ಪೂರ್ವಭಾವಿ ಪರೀಕ್ಷೆಯು ಇದೇ ಮಂಗಳವಾರ ಆಗಸ್ಟ್ 27 ಕ್ಕೆ ನಡೆಯುತ್ತಿದ್ದು, ಇದರ ಬಗ್ಗೆ ಅನೇಕ ಗೊಂದಲಗಳು ಮತ್ತು ಸಮಸ್ಯೆಗಳು ಅಭ್ಯರ್ಥಿಗಳಿಗೆ ಎದುರಾಗಿವೆ.

ಈ ಮೊದಲು ಪರೀಕ್ಷೆಯು ಆಗಸ್ಟ್ (August) 25ಕ್ಕೆ ನಿಗದಿಯಾಗಿತ್ತು. ಆದರೆ ಅದೇ ದಿನ ಕೇಂದ್ರ ಸರ್ಕಾರದ ಬ್ಯಾಂಕಿಂಗ್ ಪರೀಕ್ಷೆ ನಡೆಯುತ್ತಿರುವ ಕಾರಣ ಪರೀಕ್ಷೆಯನ್ನು ಮುಂದೂಡಬೇಕೆಂದು ಒತ್ತಡ ಕೇಳಿಬಂದಿತ್ತು. ಈ ಕಾರಣದಿಂದ ಪರೀಕ್ಷೆಯನ್ನು ಕೇವಲ 2 ದಿನಗಳ ಮಟ್ಟಿಗೆ ಮುಂದೂಡಿ ಆಗಸ್ಟ್ 27ಕ್ಕೆ ನಿಗದಿ ಮಾಡಲಾಗಿದೆ. KPSCಯು ಈ ರೀತಿ ತುರಾತುರಿಯಲ್ಲಿ ಪರೀಕ್ಷೆಯನ್ನು ನಡೆಸಲು ಮುಂದಾಗಿರುವುದೇ ದೊಡ್ಡ ಸಂಶಯಕ್ಕೆ ಕಾರಣವಾಗಿದೆ.

ಅವಸರದಲ್ಲಿ ಪರೀಕ್ಷೆ ನಡೆಸುತ್ತಿರುವ ಉದ್ದೇಶವೇನು?
ಕೆಪಿಎಸ್‌ಸಿ ಒಂದು ದೊಡ್ಡ ಕರ್ಮಕಾಂಡ ಕೂಪ. ಅಲ್ಲಿನ ಕೆಲವು ಅಧಿಕಾರಿಗಳು ಇನ್ನು ಒಂದು ತಿಂಗಳಲ್ಲಿ ನಿವೃತ್ತಿ ಹೊಂದುವವರಿದ್ದು, ಆದಷ್ಟು ಬೇಗ ಪರೀಕ್ಷೆ ಮುಗಿಸಿ ಭ್ರಷ್ಟಾಚಾರವನ್ನು ಎಸಗಲು ಮುಂದಾಗಿದ್ದಾರೆ ಎಂದು ಮಾಜಿ ಮುಖ್ಯಮಂತ್ರಿ ಹಾಗೂ ಕೇಂದ್ರ ಸಚಿವ ಎಚ್ ಡಿ ಕುಮಾರಸ್ವಾಮಿಯವರೇ (H D Kumaraswamy) ಗಂಭೀರ ಆರೋಪ ಮಾಡಿದ್ದಾರೆ. ಕುಮಾರಸ್ವಾಮಿ ಅವರ ಹೇಳಿಕೆಯನ್ನು ಇಲ್ಲಿ ಕಡೆಗಣಿಸುವಂತಿಲ್ಲ ಯಾಕಂದರೆ ಭ್ರಷ್ಟಾಚಾರದಲ್ಲಿ ಕೆಪಿಎಸ್‌ಸಿಗೆ ತನ್ನದೇ ಆದ ಇತಿಹಾಸ ಇದೆ. ಭ್ರಷ್ಟಾಚಾರಕ್ಕೆ ಇನ್ನೊಂದು ಹೆಸರೇ ‘ಕೆಪಿಎಸ್‌ಸಿʼ ಅನ್ನುವಷ್ಟರ ಮಟ್ಟಿಗೆ ಇಲ್ಲಿ ಭಷ್ಟಾಚಾರ ನಡೆಯುತ್ತಿದೆ.

ಪರೀಕ್ಷೆಯ ದಿನ ಹಾಗೂ ಪರೀಕ್ಷಾ ಕೇಂದ್ರಗಳ ಗೊಂದಲ: ಇನ್ನು ವೀಕೆಂಡ್ ಅಲ್ಲಿ ನಡೆಸಬೇಕಾದ ಪರೀಕ್ಷೆಯನ್ನು ವೀಕ್ ಡೇ (Week Day) ಯಲ್ಲಿ ನಡೆಸುತ್ತಿರುವುದು ಕೂಡ ಅನೇಕ ಸಮಸ್ಯೆಗಳಿಗೆ ಎಡೆ ಮಾಡಿಕೊಟ್ಟಿದೆ. ಇದರಿಂದ ಖಾಸಗಿ ವಲಯದ ಉದ್ಯೋಗದಾರರು, ವಿದ್ಯಾರ್ಥಿಗಳು, ಸ್ಕ್ರೈಬ್(ಅಂಗವಿಕಲ) ಅಭ್ಯರ್ಥಿಗಳು ತೊಂದರೆಗಿಡಾಗಿದ್ದಾರೆ. ಇದಲ್ಲದೆ ಪರೀಕ್ಷಾ ಕೇಂದ್ರಗಳನ್ನು ಅಭ್ಯರ್ಥಿಗಳು ಇರುವ ಜಿಲ್ಲೆಯಿಂದ 300 ರಿಂದ 400km ದೂರ ನೀಡಲಾಗಿದೆ. ಇದರಿಂದ ಮಹಿಳೆಯರು, ಗರ್ಭಿಣಿಯರು, ಬಾಣಂತಿಯರು, ಬಡ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಆರ್ಥಿಕ ಹೊರೆಯಾಗಿದೆ.

ನಿಯಮ ಉಲ್ಲಂಘಿಸಿದ ಕೆಪಿಎಸ್‌ಸಿ: ಈ ಪರೀಕ್ಷೆಯ ನೋಟಿಫಿಕೇಶನ್ (Notification) ಹೊರಡಿಸುವುದರಿಂದ ಹಿಡಿದು ಇಲ್ಲಿಯವರೆಗೆ ಕೆಪಿಎಸ್ಸಿಯು ಅನೇಕ ನಿಯಮಗಳನ್ನು ಉಲ್ಲಂಘಿಸಿದೆ. ನಿಯಮದ ಪ್ರಕಾರ ಅರ್ಜಿ ಆಹ್ವಾನ ಮುಕ್ತಾಯಗೊಂಡ ದಿನಾಂಕದಿಂದ ಕನಿಷ್ಠ 60 ದಿನಗಳ ನಂತರ ಪರೀಕ್ಷೆಯನ್ನು ನಡೆಸಬೇಕು. ಆದರೆ 2017&18 ನೆಯ ಬ್ಯಾಚಿನ ಅಭ್ಯರ್ಥಿಗಳಿಗೆ ಪರೀಕ್ಷೆಗೆ ಕೇವಲ 30 ದಿನಗಳ ಕಾಲಾವಕಾಶ ನೀಡಲಾಗಿದೆ. ಮತ್ತು ಪ್ರಶ್ನೆ ಪತ್ರಿಕೆಯನ್ನು ಕೇವಲ ಒಂದು ವಾರದ ಹಿಂದೆ ತಯಾರಿಸಬೇಕು ಆದರೆ ಒಂದು ತಿಂಗಳ ಹಿಂದೆಯೇ ತಯಾರಿಸಿ ಇಡಲಾಗಿದೆ ಎಂಬ ದೊಡ್ಡ ಆರೋಪ ಕೇಳಿಬಂದಿದೆ.

ಕೆಪಿಎಸ್ಸಿಯ ವಿವಾದವು ಇಂದು ನಿನ್ನೆಯದಲ್ಲ, ಪ್ರತಿ ಸಲವೂ ಅದೇ ರಾಗ ಅದೇ ಹಾಡು. ಸರಿಯಾದ ಸಮಯಕ್ಕೆ ನೋಟಿಫಿಕೇಶನ್ ಬಿಡುವುದಿಲ್ಲ ಮತ್ತು ಪರೀಕ್ಷೆಯನ್ನು ನಡೆಸುವುದಿಲ್ಲ, ಫಲಿತಾಂಶದಲ್ಲಿ ವಿಳಂಬ, ನಿಯಮಗಳ ಉಲ್ಲಂಘನೆ, ಅಶಿಸ್ತು, ಭ್ರಷ್ಟಾಚಾರ ಮೂಲಕ ಹುದ್ದೆಗಳ ಭರ್ತಿ ಇದೇ ರೀತಿ ಅನೇಕ ಆರೋಪಗಳನ್ನು ಹೊತ್ತುಕೊಂಡಿರುವ ಕೆಪಿಎಸ್ಸಿ ಯು ಬಡ ವಿದ್ಯಾರ್ಥಿಗಳ ಜೀವನದಲ್ಲಿ ಆಟ ಆಡುತ್ತಿರುವುದು ಎಷ್ಟು ಸರಿ?

ಆಗಸ್ಟ್ 27ಕ್ಕೆ ನಡೆಯುತ್ತಿರುವ ಪರೀಕ್ಷೆಯನ್ನು ಮುಂದೂಡಬೇಕೆಂದು ಅನೇಕ ಶಾಸಕರು ಮತ್ತು ಸಚಿವರು ಮುಖ್ಯಮಂತ್ರಿಗಳಿಗೆ ಆಗ್ರಹಿಸಿದ್ದಾರೆ. ಆದರೆ ಈ ಕುರಿತಾಗಿ ಸರ್ಕಾರದ ಕಡೆಯಿಂದ ಯಾವುದೇ ಅಪ್ಡೇಟ್ ಬಂದಿಲ್ಲ ಮತ್ತು ಕೆಪಿಎಸ್‌ಸಿ ಈಗಾಗಲೇ ಅಭ್ಯರ್ಥಿಗಳ ಪ್ರವೇಶ ಪತ್ರವನ್ನು ಬಿಡುಗಡೆ ಮಾಡಿದೆ. ಸರ್ಕಾರದ ಮತ್ತು ಕೆಪಿಎಸ್‌ಸಿಯ ಈ ನಡೆಯಿಂದ ಬೇಸತ್ತ ಸಾವಿರಾರು ಅಭ್ಯರ್ಥಿಗಳು ಇಂದು (ಆಗಸ್ಟ್ 24) ಶನಿವಾರ ಬೆಂಗಳೂರಿನ ಫ್ರೀಡಂ ಪಾರ್ಕ್ (Freedom Park) ನಲ್ಲಿ ಭಾರಿ ಪ್ರತಿಭಟನೆ ನಡೆಸಲು ಮುಂದಾಗಿದ್ದಾರೆ.

The preliminary examination for 384 posts of Gazetted Probationary Officer (KAS) of KPSC is going on this Tuesday, August 27, and candidates are facing many confusions and problems regarding this.

Earlier the exam was scheduled for August 25. But on the same day, there was pressure to postpone the examination as the central government banking examination was going on. Due to this, the exam has been postponed for just 2 days and scheduled for August 27. KPSC has decided to conduct the examination in such haste that it is a cause of great doubt.

What is the purpose of rushing the exam?
KPSC is a big ritualistic Kupa. Former Chief Minister and Union Minister HD Kumaraswamy himself has made a serious allegation that some of the officers there are retiring in a month and are ready to commit corruption after finishing the examination as soon as possible. Kumaraswamy's statement cannot be ignored here because KPSC has its own history of corruption. Another name for corruption

Confusion of examination day and examination centers: Conducting the examination on a week day, which should be conducted on the weekend, has also led to many problems. Due to this, private sector employees, students, scribe (handicapped) candidates are suffering. Moreover, examination centers are provided at a distance of 300 to 400 km from the district where the candidates are located. This is a financial burden on women, pregnant women, barangays and poor students.

KPSC Violated Rules: KPSC has violated many rules since the notification of this exam was issued till now. As per rule the examination should be conducted at least 60 days from the date of closing of application invitation. But the candidates of 2017&18 batch are given only 30 days time for the examination. And there was a big allegation that the question paper should have been prepared only a week ago but it was prepared a month ago.

KPSC's controversy today is not the same as yesterday, it is the same tune every time. How right is it that KPSC is playing games with the lives of poor students who have been accused of not releasing notification and conducting exams on time, delay in results, violation of rules, indiscipline, filling posts through corruption etc?

Many MLAs and Ministers have requested the Chief Minister to postpone the examination scheduled for August 27. But there is no update from the government regarding this and KPSC has already released the admit card of the candidates. Thousands of candidates who are fed up with this move of the government and KPSC have planned to hold a massive protest today (August 24) at the Freedom Park in Bengaluru.
